Water, electricity, sewer, etc. would be also at the 10% (though I would hope basic essentials that are REALLY essential would not be taxed).

Look, Essential items, I would agree with. But, only the basics. Basically, everything on WIC now is not taxed. Fruits, vegetables, milk, eggs, whole grains, and infant formula. If you say "Food", then is my caviar, which IS a food, taxed? I would say, "Basic food".
There should be no difference between common and luxury (because that's extra laws to define those). Just a flat percentage. 10%. If it costs more (because it is luxury), the tax will be higher by default.
Saying the percentage should grow makes loopholes.
