The Commission of Inquiry led by Hon Lady Justice Catherine Bamugemereire presented its Final Report to H.E Yoweri K. Museveni yesterday (30.07.2020). It was a heartwarming and memorable occasion.
Commission: When did you get your land title?
Namatovu: 17th, January 2001
Commission: What demarcations are there between your land and Ms. Ossiya's?
Namatovu: Very old trees
Happening now: Edronee Namatovu, 28 years, on the witness stand to testify about subject land comprised on plot 238, block 224, Kyadondo. Ms. Deborah Ossiyah lodged a complaint before the Commission alleging that Mr. Ssebyala Charles, Edronee's father took some of her land.
Commission: Who did your father buy land from?
Namatovu: Ismail Ssekandi, owner of Rizi Hotel, Mbarara
Commission: Do you know how much land your father bought?
Namatovu: No
Commission: How big is your land?
Namatovu: I do not know
The Commission this evening has listened to a complaint by Ms Deborah Ossiya, a Development Consultant, who purchased land in Namugongo in 2001. She alleges that a one, Mr Sebyala, fraudulently caused the issuance a title over her land resulting in double titling.
Ms Kasimbazi: There is a breakdown in the Government when wrong people respond to letters sent to a Government department
Ms Kasimbazi acknowledges that she received a response on Valuation and a Search Report from people not mandated to do so.
Ms Kasimbazi argues that Uganda's problem of corruption is spiritual and that Uganda needs God. She also holds the position that Uganda has too many land tenures and that these stand in the way of development
The title to the purchased land has subsequently been cancelled by the Comm Land Registration. The Attorney General has asked for the funds to be recovered from the payees.
Also payment out to the "winning bidder" was made in the face of explicit instruction by the PS/ST not to pay out until legal ownership of the land was resolved.
