A New Era Led by Dr Elder Tagwirei
Zimbabwe is undergoing a transformative shift in land ownership, spearheaded by Elder Kudakwashe Tagwirei, chairperson of the Land Tenure Implementation Committee. This initiative is part of President Emmerson Mnangagwa’s Vision 2030 agenda, aiming to empower citizens especially youth and women through secure land ownership and economic opportunity.
How Land Is Acquired?
Land allocation in Zimbabwe is managed by the Land Commission and the Ministry of Lands and Agriculture. The Land Tenure Implementation Committee, led by Dr Tagwirei, does not allocate land directly. Instead, it ensures that land already granted to individuals or families is formalized through title deeds, giving owners legal security and access to financial services.
Key steps in the process:
- Application through the Land Commission
- Verification and surveying of the land
- Issuance of title deeds via the Ministry of Justice and Deeds Registry

Dr Tagwirei emphasizes that multiple farm ownership will not be tolerated. Each family is entitled to one piece of land, and any excess will be repossessed to ensure fairness and productivity.

Payslip is a recipe for poverty!!!
When Morgan Tsvangirai was alive, he would campaign around the country saying, "Uchasvika pakufa usina kubata payslip," same as his comrades Tendai Biti @BitiTendai and others. Yet the truth is, a payslip will make some poor, and the owner of the company gets richer and richer. "President ED Mnangagwa @edmnangagwa says, 'Let's go and create wealth on our pieces of land we have,'" said Dr. Tagwirei. In other words, he is saying, "If you want to leave wealth for your family and the next generation, let's work on our pieces of land we have, out in the rural areas where the fields are just lying fallow, lacking someone to cultivate them; let's do something from there."

- Ensure land is surveyed, registered, and transferable, boosting confidence in ownership.
- Prioritize indigenous Zimbabweans, with land remaining within local hands.
Eligible applicants holders of valid A1/A2 permits, 99-year leases, or offer letters can follow these steps:
1). Visit the One-Stop Centre at the Lands Development and Administration Department in Harare.
2). Submit:
- Certified copies of ID and tenure documents.
- A $10 processing fee.
3). Undergo verification and valuation.
4). Sign legal documents including Agreement of Sale and Declaration by Purchaser.
5). Make payment (cash or mortgage options available).
6). Receive your registered Title Deed upon completion.
Discounts are available for:
- War veterans (15%)
- Civil servants with 10–20+ years of service (2.5–5%)
- Cash payments within 90 days (15%)
