@linuxwebguy I would say yes. Traditionally a “contact” requires 4 pieces of correctly exchanged information by both stations - call sign, signal report, QTH, and name.

Got a Winlink email from @KG5GJT in New Orleans. Power & internet are out, possible tree damage to residence, unable to assess due to flying debris and high wind. On generator power. Worst hasn't hit yet but they're doing ok.
