Caused by years of severe under-resourcing & compounded by ongoing recruitment restrictions.
The answer is an extensive recruitment drive, not 'robbing Peter to pay Paul' redeployment.
Recruiting to vacant psychology posts is crucial across the care continuum to ensure timely access to psychological care. Grateful to @LiamQuaide for raising the significant issues with the HSE Pay and Numbers Strategy. Hopefully his questions effect a considered response...
