When the ANC assumed power in 1994, they inherited the most sophisticated economic engine on the African continent.

They were handed a deep-water port network, a highly complex rail system that efficiently moved freight from the interior to the coast, an integrated national power grid that generated some of the cheapest electricity in the world, and a professional, rule-bound civil service.

That system possessed underlying engineering and administrative principles that were globally competitive.

The historical task of the new government was simple: maintain the existing engineering standards, scale the capacity to include the black majority, and expand the productive tax base.

Instead, the ANC executed a 30 year masterclass in structural vandalism.

They introduced cadre deployment, incompetence, corruption, and political impunity, systematically replacing competent engineers, financial auditors, and institutional administrators with politically loyal party hacks.

The results are not ideological; they are physical.

It takes centuries of capital accumulation, spatial planning, and disciplined maintenance to build an interconnected civilization, but it takes only a few decades of deliberate neglect to destroy it.

The ultimate tragedy is that the liberation movement successfully decoupled its survival from the material reality of the country.

The ANC did not "decolonize" South Africa; they simply consumed its foundational capital.

They proved that an elite equipped with nothing but liberation slogans and an insatiable appetite for state contracts can liquidate 300 years of built infrastructure in just three decades, leaving the next generation to inherit a broken, unmanageable corpse.

Dear Minister @Khu_Ntshavheni , as a communications student whose interest lies in Information Sovereignty and Geopolitical Power, it is truly concerning hearing your diagnosis if the information warfare. Your words indicate that the state of South Africa will continue to be penetrable and vulnerable precisely because it has not done the work of understanding Disinformation. Disinformation is not a legal problem. It is primarily an information ecosystem problem. The first line of defence is not banning falsehoods. You can't. The first response is to capacitate the state and modernize your communication architecture so that the state is faster than the lie.

Governments that communicate quickly, transparently and consistently create less space for disinformation to flourish. During crises, silence allows false narratives to become "truth."

The state is often reactionary rather than proactive. You cannot be proactive if you don't modernize GCIS so that it has the capacity to do risk analysis and craft rapid response units. GCIS has a moribund feel to it, way behind the times. These long press statements and briefings are so archaic. You need simplified , even engaging, gamefied interactive spaces with government data. Strategic narrative planning around your key priorities, beginning early in the year and involving ALL spokespersons and strategists pulled together in compulsory convenings, every quarter. You need an technologically savvy tracking mechanism that helps you identify communication weakness and which communities are vulnerable to disinformation on a particular government initiative or policy. You then reach them quickly and at their level.

Sure, tech companies can help to democratise the algorithm because disinformation is spread via manipulation of the algorithm. But you need a proper landscape analysis so that your intervention is commensurate with the scale of the threat.

You need to invest in public information literacy and craft a national resilience plan against information warfare. "We will not tolerate....you will bear the consequences...." is not going to help you. It will drive bot-level defiance. You cannot simply legislate against "fake news" because the crisis is not just the content but the networks themselves. You have an ecosystem problem here.

You have also made a rudimentary mistake: conflating concepts. Modern scholarship distinguishes between disinformation, misinformation and malinformation. It is important to understand the distinctions because it will help you confine yourself to what is legally possible. Threatening "fake news" broadly risks sweeping protected speech, mistakes, satire and wrong information into the same category.

I say this as someone who shares your concern about harmful disinformation and misinformation. I also lament poor journalism that also fuels this. I am a fanatic on this issue and I care deeply about the harm that has been done to South Africa. It has been very hurtful politically and personally. We are not disagreeing here.

All I am challenging your government to do is to understand the pillars of modern disinformation and be theoretically and forensically accurate in crafting solutions. Solutions that are not deliberate and have no depth, will fail.

I agree with what South Africa’s Minister in the Presidency, Khumbudzo Ntshavheni, is saying, and it speaks directly to the crisis in which not only South Africa, but Southern Africa as a region, now finds itself.

First of all, it is the responsibility of individual countries to ensure that they have government policies that grow their economies and provide jobs for their own people, so that their citizens can work at home instead of being insulted or forced into slave-like jobs in neighbouring countries. That responsibility lies with each government.

That said, South Africa’s ruling party, the African National Congress, must sing from the same hymn sheet as Minister Khumbudzo Ntshavheni. You cannot have the government saying one thing while the ruling party, which constitutes part of that government, does something different.

The ANC has consistently supported corrupt regimes that rig elections, and those rigged elections create the very conditions that South Africa now finds itself dealing with.

I have said for more than seven years now that neighbouring countries are no longer only a foreign policy issue for South Africa. They are now a domestic issue too, because citizens from those countries live in South African communities and use South African social services, including hospitals. The South African government has said many times that 70% of women giving birth at Musina Hospital are from Zimbabwe.

As such, it is important for the South African government not only to say the right words at specific moments, while privately continuing to support corrupt rule and bad governance in the region. That will not work.

Yesterday’s march will achieve nothing if President Cyril Ramaphosa does not sit down with President Emmerson Mnangagwa of Zimbabwe, President Daniel Chapo of Mozambique, and President Peter Mutharika of Malawi to have these discussions honestly, because those are three countries that contribute significantly to regional migration into South Africa, both legal and illegal.
Of course, he can also have conversations with President Bola Tinubu of Nigeria, because Nigeria is also part of the problem.

Speaking as a citizen of Southern Africa, what the minister said is correct, but it must be followed up with action, not just words to appease journalists and viewers at a specific time because the government is under pressure. The South African government must make this its policy.

The contradiction is that the South African economy benefits from migration and from shipping goods into the region. Zimbabwe’s biggest trading partner is South Africa for that very reason.
So this is a complex issue that must be addressed with the intellectual weight it deserves, not reduced to talking points for politicians making fanciful declarations in their different countries without following through.

Start with the SADC protocols. They determine what a free election is. But if the African National Congress publicly emboldens and supports rigged elections, it cannot then turn around and say African governments must take responsibility when it is failing to lead by example.

The ANC must lead by example in regional bodies like SADC and the African Union, and say these things directly to fellow leaders. But we all know why it does not do that. It is because of personal relationships, political convenience, and money changing hands.

It is time these things are put on the table, and if need be, let the truth be known. Lastly, I also agree with what the minister says regarding African countries supporting South Africa’s liberation struggle.

We cannot endlessly remind South Africans that we helped them, because that support was never based on a quid pro quo arrangement. It was based on what was morally right at that time. If the same situation arose again today, we should do exactly the same. Standing against injustice should never come with an invoice.

A lion can stand three feet from your face on a safari and not even register that you exist. To its brain, you and the jeep are the same animal. One big weird shape that doesn't smell like food. Stand up though, and you go from invisible to dinner in under a second.

For the lion, you and the other tourists never register as separate people. The whole jeep looks like one giant creature made of metal and fabric and humans all smushed together. That shape has no scent of any prey animal, and it moves nothing like one. The brain searches its mental file of every animal it's ever hunted, finds no match, and moves on.

Lions learn this from their mothers. In places like the Serengeti or Maasai Mara, they see more than 100 of these jeeps a day. Cubs grow up watching mom ignore every truck. They copy what mom does. After a few generations, an entire population of lions has decided that safari vehicles are boring background noise, no different from trees or rocks.

Hunting is expensive. A lion that picks the wrong target won't have enough energy left to catch the right one tomorrow. So when the brain sees a weird shape that doesn't fit anything in its hunting memory, it just skips it.

But the whole truce hangs on one rule. The shape has to stay the same. The second someone stands up or leans out the window, the big creature breaks apart. Suddenly there's a person-sized snack standing where a big boring shape used to be. The lion's brain registers the change in under a second.

In June 2015, a 29-year-old American filmmaker rolled down her window at a park near Johannesburg to take a photo. A lioness was already a meter from the truck, just watching. It lunged through the open window and bit her in the neck. She died at the scene.

Ten years later, in September 2025, a zookeeper at Safari World in Bangkok stepped out of his vehicle in the lion section. One lion charged. The rest of the pride joined within seconds. The park had run these tours for over 40 years and nobody had ever died like that.

Craig Packer has spent over 40 years studying lions and started the world's first lion research center back in 1986. He's said it plainly more than once. Lions don't have much patience for humans acting weird. Sit still and you're part of the furniture; move suddenly and you're a target.

The truce works because every lion in those parks grew up watching its mom ignore the trucks. Break the pattern, and the whole thing falls apart in about as long as it takes to stand up.
