Investigative journalist Ross Coulthart has reported that the CIA and other elements within the intelligence community are actively obstructing UAP disclosure. According to Coulthart, this "gatekeeping" involves concealing secret crash-retrieval and reverse-engineering programs for non-human technology from the American public, Congress, and even the President.

Coulthart has pointed to the existence of a clandestine CIA unit known as the Office of Global Access (OGA), which he alleges coordinates the retrieval of downed or crashed anomalous craft.

He asserts that retrieved materials are subsequently handed over to private aerospace contractors to be secretly studied, bypassing normal congressional oversight.

Whistleblowers have reportedly faced intimidation, threats, and even dangerous obstruction from intelligence agencies when attempting to testify about these covert operations to Congress.

Coulthart and lawmakers, such as Representatives Anna Paulina Luna, are calling for a modern-day "Church Commission" to investigate the CIA and intelligence agencies over concerns of unchecked secrecy and alleged lies to Congress regarding both historical and contemporary UAP programs.
