The 340B program is not meant to reduce prices for patients. It is meant to reduce prices for covered entities. Those "scarce federal resources" that are being stretched are grant funds and Medicare dollars that, in the judgment of Congress, have 1/x
better uses than landing in the coffers of drug manufacturers. Those manufacturers could very easily reduce prices for patients---even patients of covered entities---because Congress also excluded any additional discounts 2/
