Ghana's sequencing — legislation → registration → sandbox → licensing guidelines — is basically the same playbook Dubai ran with VARA. Registration ≠ license though; BoG's been explicit that registering doesn't mean approval. Worth flagging for any VASP treating this as a green light.

Worth noting: Ghana isn't starting from zero here, the VASP Act (1154) passed Parliament in Dec 2025, BoG's had a Virtual Assets Department running since mid-2026, and a few firms are already in a regulatory sandbox. These "guidelines" are the licensing mechanism catching up to a framework that's been building for months.
