And until they do, then the current law (supported by the EHRC guidance) remains valid and should be obeyed.
That's not what they're doing, though, is it. Otherwise they'd have asked for a Private Member's Bill to allow them to try and change the law to allow self-ID. But they won't do that as it would be political suicide.
What they're doing is trying to perpetuate the current situation where all the groups captured by the Trans movement can continue to say "We can't obey the law unless we have guidance and as we don't have guidance, we're going to continue to break the law and to allow men in women's protected single sex spaces. Because we can do what the fuck we want and have a massive pot of taxpayer's money to spend in court"
Several Acts of Union created the UK.
It is a Unitary Sovereign state. No Treaty binds it together as the Acts involved the signatories ending their status as sovereign states and becoming part of the single new state.
It didn't, for example, cease to exist in 1919 when part of its territory seceded.
And secession is PRECISELY what would happen - the withdrawal of a group, region or state from a larger state. Should Scotland secede, the position in International Law is clear - and was covered in 2014 when the UK confirmed it would be the continuing state and retain all its individual Treaty obligations, memberships and international accountabilities. Nobody thought this controversial and nobody thought a Yes vote in 2014 would end the UK.
If you think Scotland leaving the UK dissolves the UK, that massively changes the constitutional status of such a referendum. It would have to be asked of all the UK, not just Scotland. That what you want?

Why? The UK has the right to protect its territorial integrity. Unless there is overwhelming evidence that one particular part of the country wishes to secede (which would be over 50% of total electorate support for a party supporting it) the Government has the right to say "no".
Stop trying to appease the secessionists - they're unappeasable. The last thing Scotland needs is the disaster of accidental independence - voting for it because of some "English" issues rather then on the basis of a clear definition of what it would mean.
