Consider the example of a toll road. No one seriously asks why truck or bus companies should build their own roads. That question does not make sense. Why should they?
Roads are natural-monopoly infrastructure. They are provided, maintained and regulated so that every user has fair, non-discriminatory access. The same logic applies to the electricity grid. Generation companies - whether Eskom or independent producers - do not need to own the transmission network. What they need is reliable, transparent and enforceable access to it. This is the heart of the matter in the current debate.
