@g47ix @NianticHelp To reset the throw power, wait for the Pokémon to move up then down again. To completely avoid the bug, don't throw when the Pokémon is in the upper position.

This bug has been around for many years.

@g47ix @NianticHelp This is caused by throw bug in existence since Pokémon were able to move up and down on the catch screen (6+ years?). When a ball is thrown at a Pokémon in the "upper" position, extra power is applied to help get the ball there. That extra power remains if the Pokémon breaks out.
