She clearly was not attempting to run over the ICE agent. You can believe what you like and disregard everything about her behavior and the wheels being locked facing away from the fool who placed himself in front of a occupied running vehicle. You can disregard the fact that he was clearly at the side of the vehicle no longer in danger when he shot her. Your response is typical in that the Government should kill or do harm as a "warning deadass" to deter people.
