What people fail to understand is that the only thing that is really a no-no is challenging the entire legitimacy of the CPC rule.
Inside of that protests and complaints are common and involve a million issues about how some local project was handled, who got permits for what, how public benefits are apportioned, etc. This doesn't mean that all protests are successful--of course it is not uncommon that the protestors are simply wrong. It also doesn't mean that some people aren't cracked down on by a corrupt local leader (eg beaten up at night by some goons, or their kid is kicked into a worse school, etc) in a personal vendetta by a local leader against someone pointing out their corruption or some incompetence. That is, that the system somehow functions perfectly. It doesn't.
But people do protest and complain, justice is sometimes reached, and things are corrected.
The red line is questioning or protesting the legitimacy of the entire system. Which I always thought is pretty normal. No system tollerates serious threats to its legitimacy. What did they call what happened on Jan 6 in the US? Insu... something. Insurg... I forgot.
