It can be given permission to work with the receipt, as some visa categories already do! If @USCISDirector wants to solve this problem, there is MANY ways!

@lkumar31 @abhisheknt1 On top of that, @USCIS said they are prioritizing some visa categories. Do you know that it is AGAINST the law? Because Congress never gave them the permission to choose between visa categories! Basically, they are NOT allowed to prioritize one visa or the other!
