All vendors should charge whatever they want.
What keeps costs from subsequently skyrocketing (indeed all vendors are greedy!) is not price controls (which lead to shortages instead), but competition... when prices become "exorbitant," similarly greedy competitors swoop in to undercut.
You can't charge $10 for milk if someone will charge $9. You can't charge $500 for insulin vials if someone will charge $400.
High prices are thus a self-correcting problem in a market economy... they entice new market entrants and, with time, actually encourage the production of more things which are in high demand. Prices are an invaluable signal in this regard. To control them is to retard the organic process of production itself.
The only way "exorbitant" prices can be charged over the long term is when there are government regulations and privileges which prevent competition from the similarly greedy would-be competitors.
It is damning that so few in a "capitalist" nation like the United States are unfamiliar with this dynamic of competitive pricing, and tragic that the "leader" of such a nation would ever advocate price controls.
