@arpitrage there are also probably differences in measurement. Many people constantly traverse the exact routes given for the bridges/tunnels (one side to the other). the internal O/D pair travel times must rely more on estimation and interpolation.

@mnolangray this is true. I am publishing a paper about ridehail taxes in the US, how they came about, their designs, revenues etc. many difficulties with reviewers.
maybe the defining feature of US governance is brawndo thinking. if an idea is intuitive or immediately appealing, it has momentum to roll for years, even when each individual involved can learn it's doomed by ten minutes of googling.

@CSElmendorf@mattyglesias I saw that the rents are like 90% of fair market value and tenants can earn up to 120% of AMI. I don’t know the details but seems less stringent than some density policies. You can also get a tax abatement.
Last week a judge allowed a lawsuit to proceed which seeks to reinstate the plan to charge vehicles traveling through parts of Manhattan after Gov. Kathy Hochul halted the plans in June. It’s been a long road to get a congestion charge in NYC with some plans dating back 70 years
