The appeal for people to come back together must be based on something. We've heard this for so long now: From May, from Johnson. But it never involves actually reflecting the 48% in policy terms.
If correct, this report should alarm UK businesses and their employees. It's not news that services won't feature, but the apparent writing off of whole swathes of manufacturing (auto, pharma, aero) as being in "secular decline" anyway in order to 'get it done' is extraordinary.
