All the dirty politicians buy ballots via their networks of election consultants. If any one of these unlikable losers wanted to get elected they be publicly embarrassed when they couldn’t get more than 2 votes and would head straight to prison. No one in LA votes. I was going to run for mayor when I lived there because I had a social media & local network larger than mayoral vote totals.
