Artificial caps will always cause market distortions and unintended consequences. @NYCCouncil is putting government’s finger on the scale to benefit some groups (medallion owners and current drivers) at the expense of other groups (NYC residents and future drivers).
With all the subway problems, taxis with poor service and reluctance to serve the outer boroughs (often due to discrimination), and the looming L train shutdown, @StephenLevin33 and @NYCCouncil have the answer:
