Right - the headline is the GPAI-at-scale scenario. Most startups aren't deploying general purpose AI, they're using it. The real trap is misclassifying your use case early and then retrofitting compliance at the worst possible moment. Getting the high-risk definition right from day one is the actual competitive moat.
