A lot of decisions are made in Jamaica because there’s too little empirical data, and where data exists, institutions are too beholden to institutional knowledge and anecdotes as well as conflicts of interest/personal feelings. It all redounds to consistently poor outcomes.

Right now the price of the fuel is not the only issue... the bigger issue is fuel availability... diesel in particular.
