Normally OfS obsessed with outcomes over provision. This isn't even provision, its communication of it! And posits the M/H "solution" as exclusively extra curricular, and individual services based. It's like we've gone back 10 years in our understanding.

Assuming Will Quince keeps his old job, it seems likely that universities will be looked after for now by an Under-Secretary of State, whereas Michelle Donelan was a Minister of State, a member of the Privy Council, attended Cabinet and had a spad.
Important point. The Govt is now keen that quals originally not designed to lead to access to university do in fact lead to access to university and that universities publicise this fact. But have the quals been redesigned in light of their adjusted purpose?
