BREAKING: VICTORY! Donald Trump throws in the towel as plans leak for his top Border Patrol enforcer Greg Bovino and many of his agents to retreat from the Chicago area.
The public backlash has worn them down...
CBS News spoke to three U.S. officials who revealed the plans for withdrawal. Bovino and his green-clad Border Patrol fascists could vacate as soon as the end of this week. Some Customs and Border Protection officials are expected to remain behind, but this drawdown comes after mounting public outrage and a string of scandals involving Bovino.
The now-infamous "Operation Midway Blitz" was ostensibly enacted to reduce crime and deport undocumented migrants but quickly evolved into a MAGA campaign of terror, with Bovino himself caught on camera deploying tear gas against innocent protesters. Local leaders have loudly and repeatedly condemned the actions of Bovino and his armed goons.
While Bovino's withdrawal is a welcome development and a public black eye for Trump since it amounts to waving the white flag in Chicago, justice will not be served until Bovino is stripped of his job, barred from positions of power, and fully investigated.
There are already rumblings that some of the Border Patrol teams could now be transferred to Charlotte, North Carolina for an operation later this month. If that happens, we all must speak out and protest again until their driven out again!

The Stafford Act is not carved in stone.
Congress can amend it instantly with emergency legislation.
They could add a clause such as:
“Nationwide food insecurity resulting from federal administrative action or delay constitutes a catastrophic incident eligible for direct FEMA response.”
Boom — the new law overrides Trump.
You do NOT need his cooperation to define the emergency.
You only need a simple majority in both chambers.
And because SNAP is a congressionally funded entitlement, Congress would be on rock-solid constitutional ground defining this as a national emergency caused by executive negligence.
✅ 2. Congress can authorize FEMA operations without a presidential declaration.
This has been done before.
✅ Historical precedents
Congress has previously given agencies specific emergency powers outside normal executive approval channels, including:
•CARES Act (2020) – Congress directly assigned emergency authorities and spending that bypassed certain executive controls.
•Post-Katrina Emergency Management Reform Act (PKEMRA) – Congress expanded FEMA’s independent authorities after executive failure.
•9/11 legislation – special funding and response mechanisms that bypassed ordinary process.
Congress has the constitutional power of the purse and can direct agency action directly through statute.
In other words:
If Congress wants FEMA to feed people, Congress can order FEMA to feed people.
✅ 3. Congress can temporarily suspend the duplication-of-benefits rule.
This is the firewall that normally blocks FEMA from paying for SNAP functions.
Congress could add one sentence:
“For the duration of this emergency, duplication-of-benefits restrictions do not apply to food distribution or nutritional assistance.”
That instantly clears the legal barrier.
FEMA could distribute food, reimburse states, run mass care operations, or even create temporary EBT-style cards backed by FEMA funds.
✅ 4. Congress can authorize Direct Federal Assistance without White House approval.
Normally, Direct Federal Assistance (DFA) flows from a Presidential declaration.
But Congress can override that constraint and specify:
“FEMA is authorized to provide Direct Federal Assistance for food insecurity caused by federal administrative delays.”
This would let FEMA:
✅ contract for bulk food
✅ mobilize logistics and distribution
✅ reimburse states who deployed Guard troops
✅ coordinate with food banks, DOT, USDA, and DHS
✅ set up community feeding missions exactly like during COVID
All without Trump signing anything.
✅ 5. Congress can appropriate FEMA-specific funds that bypass the President.
Congress holds the purse.
They could authorize:
•$10B – $40B in FEMA Disaster Relief Fund (DRF) allocations
•earmarked specifically for national food insecurity response
AND — they can legally mandate:
“Funds shall be obligated immediately upon enactment.”
This strips the President of the ability to “slow-roll” or “refuse to release” funds the way he has with SNAP.
✅ 6. Congress can legally compel USDA to cooperate with FEMA.
Congress can add interagency language requiring USDA to:
•turn over data
•issue emergency waivers
•share EBT infrastructure
•authorize emergency feeding programs
•coordinate state operations
This is routine in emergency legislation.
✅ 7. If Trump vetoes it, Congress can override the veto.
If the crisis becomes severe enough — and with states already declaring emergencies, Guard deployed, food banks collapsing — a veto override becomes politically possible.
Hungry Americans is a political nightmare for any administration.
And the optics of a veto that stops people from eating?
That’s impeachment-level stupidity.
Trump would be cornered.
✅ 8. Congress could even pass a Temporary National Humanitarian Emergency Act
