I'm not sure how this can be justified as consistent with the restrictions placed on ordinary Victorians, and indeed on religious bodies constrained in filming to the same five people per 'shoot', to say nothing of the selectivity around who can be deemed an 'authorised worker'.

How frustrating @WesternUnion can be. Trying to send donations to a convent orphanage in Cameroon. Legitimate questions asked to ensure safety, then funds approved only to be then withheld and after rude and abrupt further conversation with three departments, cancelled.
