The time has come for Uganda to critically review and amend the constitution by introducing minimum academic qualifications for district councillors.

Local councils are entrusted with the vital responsibility of scrutinising budgets, evaluating policy proposals, and holding Chief Administrative Officers (CAOs) accountable. It is therefore difficult to envisage effective oversight where some elected leaders struggle to comprehend official documents or adequately engage with complex administrative matters.

Recent events during the swearing-in process have reignited this important debate. Competent oversight is indispensable to transparency, accountability, and prudent management of public resources.

I respectfully urge the Minister for Local Government, @BalaamBarugahar , and the Minister of State for Local Government, @JustineNameere, to initiate a national conversation on this issue. Strengthening the capacity of local councils is essential if we are to curb mismanagement and ensure that public funds serve the citizens for whom they are intended.
