With the new awareness now embraced by the United Nations that children have a natural empathy connection with the sentience of all animals & its only adults who create divisions of speciesism, race , politics, nationality. UNICEF is mandated to support the UN Convention on the Rights of the Child. UN parties seek to unify the UN Convention with the UN Agenda for Sustainable Development. UN Development Program (UNDP) supports the SDG's. A significant budget becomes available to support the protection of animals & children.
Please be aware that the Government of Morocco created a new Law which would punish anyone harming a homeless animal. Had this been implemented international organisations could have ensured legal action supporting enforcement. FIFA regulations would have been satisfied. UNDP could have engaged to support TNVR & Education programs and the killing would have stopped. This Draft Law was 'blocked' by international organisations. In July 2025, Moroccoβs Council of Government approved Bill 19.25, a draft law aimed at protecting stray animals. The bill proposes:
β’ Fines of up to US$1,500 (MAD 15,000β20,000):
Individuals found guilty of harming, torturing, or killing stray animals may face steep financial penalties. The law aims to deter cruelty by treating animal abuse as a serious offense, not a minor infraction.
β’ Jail terms of up to 3β6 months:
Depending on the severity of the abuse, violators may be sentenced to prison. This marks a significant shift in Moroccoβs legal stance, elevating animal protection to a matter of criminal accountability.
Following the release of General Comment 26 by the United Nations Committee on the Rights of the Child, no government can allow any tradition or practice which involves violence inflicted on an animal which may be witnessed by a child.... anywhere in the world, including the UK.
