The first example is a more capitalistic way of considering the issue: the consumer pays more.
The alternative proposal is that a putative business team would sacrifice profit to benefit staff,learning left economically

It's either loyalty to staff and good pay, or fear of no pay.

Some sort of system where everybody pays more for their visit and the wait staff don't get tips but receive a better wage seems to be a good idea.
