A new beta build is out with class changes, and the Druid line I care about is Furor. The tooltip got rewritten. At 5/5, shifting into Cat Form restores 100% of the Energy you had when you were last in Cat, plus 10 Energy per second you spent outside Cat, up to 100. Then the new sentence: "Bear Form and Dire Bear Form forfeit this Energy and halt its restoration while active."
So a Cat that goes Bear for a Bash or a Feral Charge and comes back at zero is the design, spelled out in game now. Blizzard said that in the deep dive, but the old tooltip read like you kept the Energy either way, and a Wowhead writer read it as a possible oversight. That read is closed.
Same build renames Predatory Instincts to Natural Instinct and bolts on a second effect. 2/2 is still 20% crit damage on your melee abilities, and now your spell healing goes up by 25% of your Intellect. Small on Feral gear, but it's a Feral talent paying out when you drop form to throw a Regrowth, which Feral never had before in that tree.
