17 de febrero de 1982. Friedrich von Hayek, la gran lumbrera neoliberal del siglo XX, le escribe a Margaret Thatcher invitándola a observar y explorar las reformas económicas implementadas en Chile durante la dictadura.
La respuesta es fascinante. No porque Thatcher fuera estatista. Todo lo contrario. Estamos hablando probablemente de la gobernante más neoliberal de Occidente en el siglo XX.
Y aun así, Margaret Thatcher le responde a Hayek algo políticamente devastador para cierto dogmatismo económico chileno: que varias de las medidas aplicadas en Chile eran, para una democracia como Inglaterra, “quite unacceptable”, bastante inaceptables.
¿Por qué? Porque Inglaterra tenía instituciones democráticas, necesidad de consenso y una tradición constitucional que impedía imponer transformaciones maximalistas sin legitimidad social.
Esto importa hoy.
Porque Quiroz y parte importante de la derecha económica chilena formada en la ortodoxia de Chicago entre fines de los 60 y los 80, sigue creyendo en una versión extremadamente ideológica del mercado: Estado reducido a su mínima expresión, baja estructural de impuestos, debilitamiento del gasto público, invariabilidad tributaria de décadas y la promesa de que el crecimiento resolverá el resto.
El problema es que ese país al cual dicen querer acercarnos no existe. No existe una democracia desarrollada funcionando bajo esa caricatura de Estado mínimo. Y ni siquiera Thatcher (Thatcher) creyó viable replicar el laboratorio chileno en Inglaterra.
