ProPublica reporters tested how hard it is.

In Arkansas:

$45 to register an LLC.
An American flag.
No Education Department filing.
No inspection of the proposed school site.

In West Virginia, reporters established a microschool with a handwritten notice, emails and proof of a high-school diploma.

No teaching experience required.

And in North Carolina, reporters filed notice to open a private school from a brewery.

Here’s where this becomes a taxpayer story:

Qualifying private schools and microschools can receive publicly funded education dollars.

Arkansas now has about 120 new private schools since the state began offering roughly $7,000 per student annually toward private tuition.

School choice is one debate.

But if taxpayers are writing the checks, there’s another question:
