Once again, a civilian merchant vessel has been attacked near the edge of Romania’s territorial waters. The ship has sunk, and there are reports of deaths and injuries. The perpetrator is, in all likelihood, Russia once again.

And once again, NATO is taking no action.

In the Black Sea, 13 nautical miles (24 km) off the coast of Constanța, a merchant vessel sailing under the flag of the Comoros was attacked by a drone. There were 13 people on board: 10 Ukrainian citizens and 3 Azerbaijani citizens.

In exchange, Ukraine is expected to relinquish the territories occupied by Russia, receiving in return security guarantees described as being "similar to NATO’s Article 5." Given the current conduct of the US administration, however, many no longer even have faith in Article 5 itself—let alone in "similar" guarantees.

In short: This is not a peace plan; it is a word that begins with "capit" and ends with "ulation."

And it represents a capitulation not only for Ukraine but also for Europe—which, under this plan, Trump intends to bring completely to its knees before the USA and Russia.

When it comes to security, Europe needs a bit more than nuclear protection: It needs defence against its own oligarchs, non-European powers funding rioters, racist attacks, cyberattacks and disinformation. Their democracies are under attack by their own news media.

My view:

Ellie Chowns makes the case for a more serious, broader idea of defence: working with allies through NATO, deepening cooperation with our closest European neighbours, and protecting the country from threats that reach beyond the battlefield.

Russia is a clear security threat. So is the instability created when Donald Trump launches an illegal war in the Middle East, with the consequences felt in fuel and energy prices. Britain needs allies it can rely on, and Europe is central to that.

Chowns also makes an important point about resilience. Covid showed how a health emergency can disrupt the whole country; climate change threatens infrastructure, food supplies and energy security. Preparing for those risks is part of protecting the nation too.

Her view on nuclear weapons will be contested. But the wider argument is hard to dismiss: defence means cooperating with allies and making Britain more resilient—not simply spending more on weapons.
