Yesterday, i went to the shop and buy 1 kilo Pakistani Sugar, he said, 100 Rs.
I replied, Utility stores are giving Sugar in low cost.
I gave him 100 Rs, and he gave me back 10 Rs.

Whose the Culprit ?
