In my hometown of Brainerd, we spent millions running utilities out to the airport on the far edge of town. We were promised all kinds of private sector investment and growth would result. That hasn't happened. Now we're "in for a penny, in for a pound," with a new round of subsidies and incentives.
When do we admit we got it wrong and cut our losses? This is a hard conversation most every city council has to deal with at one time or another. There is no easy answer.
