according to the official site of the UK government, a person who has lived in UK/UE for at least 3 years and has a family member who is an EU national that has pre-settlement status can apply for a student finance. is it True?

@GOVUK I tried to look for an answer on the official site, but I didn't understand very much. I am an Italian national. is there any way I can have a pre-settlement status? My brother and my aunt are in Manchester and they already have a pre-settlement status.
