The mural (from the original series) shows five Earth Avatars, and the central woman is clearly meant to stand out sun/halo behind her, elevated pose, dead center. Kyoshi is shoved off to the side, which only makes sense if the middle one is either much earlier or far more revered in Earth Kingdom history.
A lot of fans have landed on the same idea: she could very well be the first Earth Avatar (or at least one of the earliest ones after the four nations fully formed). The Avatar cycle after Wan runs Fire → Air → Water → Earth, so there had to be a first proper Earth Kingdom Avatar who set the tone for everything that came after. The mural treating her like the foundation piece fits that perfectly.
Canon never names her, though. No comics, novels, or later shows have confirmed her identity. Theories range from “the first Earth Avatar” to more specific headcanons (some people link her to the Oma legend), but nothing official.
Still one of the coolest little mysteries in the show.

Katara’s the only one still alive in Korra’s time (best healer alive, White Lotus), so no statue needed. Aang, Zuko, Toph & Sokka all got theirs after they peaced out or founded stuff. She just kept carrying without the pedestal.
