Government introduces new law that stops people refilling sugary drinks at restaurants making it basically illegal

They say it’s about obesity, but it’s really because the government can only tax refillable drinks once

Stopping gangs - no
Reducing illegal immigration - no
Lowering taxes - no
Can’t refill Coke -yes

Someone tell me how this logic makes sense?
