But we should also ask: how were these dump trucks, construction equipment and drivers so readily available on such short notice to carry out this unlawful operation?

Note that this is not how a rescue operation is conducted for a major building collapse. When the goal is to save lives trapped in the rubble, it is a slow, methodical process, including:

Surface sweep: Rescuers search the outer layers and call out for lightly trapped victims.

Technical tools: Teams deploy acoustic listening devices, thermal cameras, sniffer dogs, and tiny pole-mounted video cameras to scan deep interior voids.

Signaling: Searchers use carbon dioxide detectors to find hidden breathing signatures of unconscious people.

Cribbing and shoring: Workers stabilize heavy concrete slabs using wooden blocks, hydraulic jacks, and structural shoring before crawling underneath.

Breaching and cutting: Rescuers use concrete saws, jackhammers, and drills to carve narrow tunnels through heavy floors.

Trenching by hand: Debris is cleared manually bucket-by-bucket rather than with heavy machines to avoid shifting the rubble onto survivors.

So, the arrival and use of dozens of heavy-duty dump trucks on day 1 was extremely premature… unless they were not there to help save lives.
