Then came the French story. Carney told Canadians Washington was coming for language and culture. Lutnick said he never even used the word French and asked why America would care how Quebecers speak.

What Carney needed was a fight that plays in Quebec, where the Liberals are slipping and the Parti Quebecois is leading into the October election.
