Dick Cheney and Donald Rumsfeld were both Council on Foreign Relations members in 2001 as the Vice President and the Secretary Of Defense.

They were installed members of the CFR's SHADOW GOVERNMENT and the masterminds of 9/11.

They needed a new PEARL HARBOR to get money and support for rebuilding the US MILITARY. It kicked off the WAR ON TERROR that saw the military budgets more than double and expand to over 1000 bases around the world.

They used the 1960's OPERATION NORTHWOODS as a blueprint that described flying hijacked planes into buildings to blame on Cuba to justify an attack.

The Project for the New American Century "REBUILDING AMERICA’S DEFENSES" - "the process of transformation...is likely to be a long one, absent some catastrophic and catalyzing event – like a new Pearl Harbor."
