When petetioners plead before the court to make amends to reservation framework, the govt will boastly declare that it is the Parliament which has power to create list of SC/ST and courts cannot direct executives to change it.
But the same govt, bound by its own laws, has not notified the Central list of OBC for past 8 years since the grant of constitutional status to NCBC.
The executive will not do the desired constitutional duty on account of political consideration, and thats why its always the Judiciary that has to pitch in.
Had Indian judiciary not acted as a bulwark and custodian of Indian constitution, politicians would have made a mess of reservation tamasha for votes.
