Law 4 prohibits players from displaying political, religious or personal slogans, statements or images on their equipment such as shirts, armbands, undershirts or visible accessories. That rule is about what appears on a player's kit and equipment, not every word a player may utter after a match or during a welcome ceremony.
If you believe Teboho Mokoena breached a FIFA regulation, then identify the specific provision that governs his spoken remarks at a post-match homecoming and explain how his conduct satisfies that rule. Simply posting Law 4 does not do that.
More fundamentally, South Africa is a constitutional democracy. Before demanding that a citizen be disciplined, we should ask: Was he campaigning for votes, or was he acknowledging supporters in attendance? Those are not the same thing.
