MIGA’s first Project in Somalia engulfed by Scandal: MONOPOLY AND ENVIRONMENTAL NEGLIGENCE.
1//2
Isbahaysi- Investigation :-what was recently hailed as a “milestone” for renewable energy in Somalia may in reality look like a troubling example of environmental short-sightedness, and the marginalization of local Somali stakeholders.
On February, 2023, the Multilateral Investment Guarantee Agency (MIGA), a branch of the World Bank Group, announced its first-ever guarantee in Somalia—a $5.67 million deal supporting Kube Energy’s solar hybrid project in Baydhabo-South West State, Somalia. While the media and international stakeholders rushed to celebrate the move as a “groundbreaking,” a closer look reveals a project full of controversy, and one that raises serious ethical, legal, and national interest questions.
No TENDER, No Transparency : A Gift to Foreign Interests?
The South West State of Somalia, in partnership with MIGA and CrossBoundary Energy, granted Norwegian company Kube Energy a monopoly over this critical renewable energy project without a public tender or any form of competitive bidding. In a country recovering from conflict, where local innovation and economic opportunities are desperately needed, handing such a strategic project to a foreign company without fair competition sends a dangerous message: Somalia is still open for exploitation, not for empowerment.
How many capable Somali energy firms were excluded from this process? Why there is no local companies given the chance to compete or partner on equal footing? The deal exposes the systemic lack of transparency and accountability that continues to plague foreign-backed infrastructure investments in a fragile countries.
Monopoly Over a Strategic Location
Adding fuel to the fire, the power plant is being constructed on land located in a strategic area in Baidoa, reportedly granted to Kube Energy without public consultation or proper compensation mechanisms for local residents. This land—public asset and potential economic zone—is now effectively under the control of a private foreign company for the next 15 years. This is not development—it’s daylight dispossession.
Greenwashing or Green Hazard?
One of the most overlooked but alarming parts of this deal is the planned transfer of the solar hybrid power plant to local authorities after 15 years of use. On paper, this sounds generous. But in reality, it’s handing over expired, environmentally hazardous infrastructure.
In 15 years, the solar panels will degrade, the batteries will be near or at the end of their lifespan, and the facility will require extensive reinvestment or dismantling—costing Somali authorities more than what was originally invested. Will Kube Energy or MIGA pay for the environmental cleanup? Will South West State be able to handle the hazardous waste and technical decommissioning of aging equipment?
The so-called “gift” to Somalia after 15 years may turn out to be a toxic liability—one the Somali people never asked for and will be forced to bear.
Development for Whom?
Let us be clear: Somalia needs renewable energy. The country is experiencing one of the worst climate-induced humanitarian crises in the world. But development cannot be dictated from outside, ignoring Somali entrepreneurs, civil society, and energy experts. If local actors were involved, the same funding could have supported dozens of decentralized, scalable, and Somali-owned solar solutions, creating thousands of jobs and spreading infrastructure across communities.
Instead, the MIGA-Kube deal consolidates power in the hands of one foreign firm, locks out local innovators, and undermines the potential for Somali-led solutions. This is not “development”—it is modern-day concession politics, where global institutions choose convenience over fairness, and foreign firms profit while locals are sidelined…….

After a quarter of a century ( 25 years) without an effective government, our country continues to face political fragmentation, insecurity and unfulfilled hopes and dreams, it’s time to ask the hard questions?
Why don’t we have a proper and functioning government?!

HASSAN SHEIKH PROMISES TO TAKE SOMALIA TO SPACE AFTER FAILING EVERYTHING ELSE
ALLIANCE MEDIA NETWORK: In his long statement to MPs during the opening of the Parliament today, president Hassan Sheikh spoke like a man with a real plan. The only problem is everything he said is his dream scenario not the reality. Many MPs who wanted to challenge him in the session were refused the chance by Speaker Adan Madobe. This did not stop MPs making a big scene after the president left outside parliament.
President Hassan spoke for over 30 minutes and repeated himself many times over. This is another sign he abandoned his speech midway and was desperately trying to come across as sincerely believing in what he was saying which "fooled no one" according to a MP who is a member of UPD.
President Hassans claims were astonishing. He said al-shabaab was defeated, planning for one man one vote elections are starting this year, and Somalia was going to be the first country in Africa to send a satellite to space. Only yesterday al-shabaab launched a surprise attack on 3 towns captured from them and killed many Somali soldiers. In some of these towns, sources in the Army confirmed the fighting continues and both sides are in defensive positions. Soldiers also said they ran out of bullets and food. Election planning have not begun and the president did not say how he was going to register people and pay for it. And the satellite station will be built by Turkey and serve Turkish interests not Somalia.
In a humbling turn of events, president Hassan congratulated the Puntland security forces for their effective fight against DAESH after long period of silence. He congratulated Puntland on their local elections. He was desperately trying to appease Deni and his MPs to divide the angry Darood voice in parliament. It did not work. Neither Puntland or Jubbaland commented on the presidents statement.
A speech of his dream only makes president Hassan Sheikh look discredited. The immediate challenges facing him are the daily land grabbing and keeping Somalia’s Federal member states in the union. Employing his family in Villa Somalia and government offices is old news now because he refuses to fix this.
President Hassan said Somalia's newly recruited teachers are teaching in schools in the country side. He said Somalia took no debts since debt relief. He asked MPs to believe in their country and him. He said oil exploration is a promising prospect. The reality is different. Most of the recruited teachers are idol and still getting paid. Somalia can't take debt because no one will lend it. The shady oil exploration deal with Turkey which parliament has not seen has the whole international community worried. Only Hassan Sheikh knows what is going on with this like he told parliamment today.
The people and MPs have lost hope in this government. A Motion of No Confidence is still "around the corner" according to Villa Somalia sources. Today's speech was a cry for help from a confused tired president. No one can help him until he stops dreaming.

Counter ideology is a critical component in the fight against Daesh. It addresses the root causes of radicalization by challenging the narratives and beliefs of the group
Why does it matter?
1.Undermines Recruitment
2. Reduces Appeal
3.Long-Term Solution
