The strategy is to 1) Map air defence 2) exhaust AD supply as a deterrent. Iran is not trying to cause maximum damage unlike Israel and US. They are very calculated and many would argue too restrained. But they do understand they can only win with asymmetric warfare, holding leverage and eventually normalization.
