hot take but i think duelist SHOULD have the most characters as they are the role that require the most adaptability and counter swapping to impact the game (and it is also the role with the most ‘useless’ / F tier characters)

DPS is the largest because its the most popular role to play. Look at Overwatch's roster to see the same thing.

Having more of them doesnt make the game unbalanced, what make it unbalanced is heroes who have been S-tier since their release.
