MMDR ଆଇନ, ପାଠ୍ୟ ପୁସ୍ତକରେ ତ୍ରୁଟି, ଦରବୃଦ୍ଧି ଓ ଚାଷୀଙ୍କ ସମସ୍ୟା ନେଇ ବିଧାନସଭାରେ ସ୍ୱର ଉଠାଇବ ବିଜୁ ଜନତା ଦଳ।

ବିଧାନସଭା ଅଧିବେଶନ ଆରମ୍ଭ ପୂର୍ବରୁ ଶଙ୍ଖଭବନରେ ଅନୁଷ୍ଠିତ ବିଜେଡିର ବିଧାୟକ ଦଳ ବୈଠକରେ ସାମିଲ ହେଲି।

ରାଜ୍ୟରେ ବିଜେପି ସରକାର ଆସିବାର ଇତି ମଧ୍ୟରେ ଦୁଇ ବର୍ଷରୁ ଅଧିକ ସମୟ ବିତି ଗଲାଣି। ହେଲେ ସରକାର ସବୁ କ୍ଷେତ୍ରରେ ବିଫଳ ହୋଇଛି। ବିଫଳତା ଏ ସରକାରର ହଲମାର୍କ ହୋଇଯାଇଛି। କେବଳ ସରକାରୀ ଅର୍ଥ ଅପବ୍ୟୟ କରି ଗୁଡ଼ାଏ ମିଥ୍ୟା ପ୍ରଚାର କରାଯାଉଛି। ଆଇନଶୃଙ୍ଖଳାଠାରୁ ଆରମ୍ଭ କରି ବନ୍ୟା ପରିଚାଳନାରେ ବିଫଳତା, ଦରବୃଦ୍ଧି, ଆର୍ଥିକ କୁପରିଚାଳନା, ବଜେଟ୍‌ ଅର୍ଥ ଖର୍ଚ୍ଚ ନ କରି ପାରିବା ଆଦି ଏ ସରକାରର ପାରିବାପଣିଆ ଉପରେ ବିରାଟ ପ୍ରଶ୍ନବାଚୀ ଠିଆ କରିଛି।

ସଂସଦରେ #MMDR ସଂଶୋଧନ ଆଇନ ବିନା ଆଲୋଚନାରେ ତରବରିଆ ଭାବରେ ଗୃହିତ ହୋଇଗଲା। କିନ୍ତୁ ଆମ ଓଡ଼ିଶାରୁ ଯାଇଥିବା ବିଜେପିର ୨୦ ଜଣ ଯାକ ସାଂସଦ କେହି ରାଜ୍ୟର ସ୍ୱାର୍ଥ ପାଇଁ ପାଟି ନ ଫିଟାଇବା ଅତ୍ୟନ୍ତ ବେଦନାଦାୟକ। MMDR ସଂଶୋଧନ ଆଇନ ଆମର ଜମି ଉପରୁ, ଆମର ପ୍ରାକୃତିକ ସମ୍ପଦ ଉପରୁ ଆମର ଅଧିକାର ଛଡ଼ାଇ ନେବା ସହିତ ଯୁବ ସମାଜର ସ୍ୱପ୍ନକୁ ଧ୍ୱଂସ କରିଛି। ଏ ସମ୍ପର୍କରେ ମୁଖ୍ୟମନ୍ତ୍ରୀଙ୍କୁ ବାରମ୍ବାର ପତ୍ର ଲେଖିଥିଲେ ମଧ୍ୟ କିଛି ଫଳ ହେଲା ନାହିଁ। ଏହି ଘଟଣାରେ ବିଜେଡି କେବଳ ନୀରବ ଦର୍ଶକ ହୋଇ ନ ରହି ରାଜ୍ୟର ଅଧିକାର ଫେରାଇ ଆଣିବା ପର୍ଯ୍ୟନ୍ତ ଲଢ଼େଇ କରିବ।

ଯଦି ଶିକ୍ଷା ବ୍ୟବସ୍ଥା ନଷ୍ଟ ହୋଇଯାଏ ତେବେ ଦେଶର ଭବିଷ୍ୟତ ନଷ୍ଟ ହୋଇଯାଏ। ଓଡ଼ିଶାର ପିଲାଙ୍କ ପାଠ୍ୟ ପୁସ୍ତକରେ ହୋଇଥିବା ତ୍ରୁଟି ଅକ୍ଷମଣୀୟ। ଏହା ଏକ ଅପରାଧିକ ତ୍ରୁଟି। ତେଣୁ ସରକାରଙ୍କୁ ଏଥିପାଇଁ ଉତ୍ତରଦାୟୀତ୍ୱ ନେବାକୁ ପଡ଼ିବ ଏବଂ ଗଣ ଶିକ୍ଷାମନ୍ତ୍ରୀଙ୍କୁ ଇସ୍ତଫା ଦେବାକୁ ପଡ଼ିବ।

ବିଜେପି ସରକାର ଅମଳରେ ରାଜ୍ୟର ଚାଷୀମାନେ ସବୁଠାରୁ ଅଧିକ ନିଷ୍ପେସିତ ହୋଇଛନ୍ତି। ଠିକ୍‌ ସମୟରେ ସାର ମିଳୁନି, ବିହନ ମିଳୁନି, ଧାନ ଉଠୁନି। ଡବଲ୍ ଇଞ୍ଜିନ୍ ସରକାର ଥାଇ ମଧ୍ୟ FCI ଧାନ ନେଉନାହିଁ। ଏଭଳି ଅବ୍ୟବସ୍ଥାକୁ ଆମେ ନୀରବରେ ସହ୍ୟ କରିପାରିବୁ ନାହିଁ।

ଓଡ଼ିଶାରେ ଦରବୃଦ୍ଧି ଉଦବେଗଜନକ ସ୍ଥିତିରେ ଥିବା ବେଳେ ନିକଟରେ UPI ଉପରେ MDR ଲାଗୁ କରାଯିବା ଦ୍ୱାରା ସାଧାରଣ ଲୋକ ଓ ଛୋଟ ବ୍ୟବସାୟୀମାନେ ଅଧିକ କ୍ଷତିଗ୍ରସ୍ତ ହେବେ। ଏଥିପାଇଁ ସରକାରଙ୍କୁ ଅଧିକ ସୁରକ୍ଷା ବ୍ୟବସ୍ଥା ଏବଂ MDR ଉପରେ ସ୍ପଷ୍ଟତା ଆଣିବାକୁ ପଡ଼ିବ।

ସେହିପରି ରାଜ୍ୟରେ ଜାରି ରହିଥିବା SIR ପ୍ରକ୍ରିୟାରେ ବହୁ ସଂଖ୍ୟକ ଯୋଗ୍ୟ ଭୋଟରଙ୍କ ନାମ କଟିଯିବା ଆଉ ଏକ ଗୁରୁତର ବିଷୟ। ବିଜୁ ଜନତା ଦଳ ଭୋଟରଙ୍କୁ ନ୍ୟାୟ ଦେବା ପାଇଁ ତା'ର ଲଢ଼େଇ ଜାରି ରଖିବ।

ମୋଟ୍‌ ଉପରେ ବିଜେପି ସରକାର ଲୋକଙ୍କୁ ସେବା ଯୋଗାଇବାରେ ବିଫଳ ହୋଇଛି। ତେଣୁ ବିରୋଧୀ ଦଳ ଭାବେ ବିଜେଡି ଡବଲ୍ ଇଞ୍ଜିନ୍ ସରକାରର ବିଫଳତା ନେଇ ଲୋକଙ୍କୁ ସଚେତନ କରିବ। #BJDWithOdisha

Addressing BJD Legislature Party, Naveen Patnaik Slams BJP Government and Vows to Fight for Odisha's Rights

BJD president and Leader of the Opposition @Naveen_Odisha launched a sharp attack on the BJP government while addressing a meeting of the BJD Legislature Party today. He said that even after more than two years in office, the government had failed to deliver the change it had promised.

Sri Patnaik accused the government of failing on several fronts, including law and order, flood management, price control, fiscal management and utilisation of budgetary allocations. He said the BJD would prominently raise the MMDR Amendment Act, errors in government textbooks and the problems faced by farmers in the Assembly.

Alleging that the MMDR Amendment Act was passed hurriedly in Parliament, Sri Patnaik said it had undermined Odisha's rights over its land and mineral resources. He also criticised the state government and Odisha's 20 BJP MPs for remaining silent on the issue.

"The BJD cannot remain a silent spectator. We will continue our fight until Odisha’s rights are restored," Sri Patnaik said.

He described the thousands of errors in government textbooks as a case of serious negligence and demanded the resignation of the minister concerned. He said the government had neither fixed responsibility for the mistakes nor provided corrected textbooks to students.

Sri Patnaik also raised concerns over the shortage of fertilisers and seeds, the state's paddy procurement policy and the alleged failure of the Food Corporation of India to lift rice from Odisha. These issues, he said, reflected the government’s indifference towards farmers.

On rising prices, the BJD chief said the increasing cost of essential commodities was putting severe pressure on household budgets. He also expressed concern that MDR on UPI transactions could place an additional financial burden on small traders and eventually increase costs for consumers. He sought clear guidelines and adequate safeguards for both merchants and the public.

Referring to the Special Intensive Revision of electoral rolls, Sri Patnaik described the alleged exclusion of genuine voters as a serious concern and said the BJD would strongly oppose it.

As the principal Opposition party, the BJD must expose the government’s failures and make people aware of its performance, Sri Patnaik told the party legislators. #Odisha

Did you notice the language Indian media is using for the Jamui crime in Bihar? A minor girl was chased, groped, lifted and dragged on camera while her classmate was slapped and pulled by the collar. That is a heinous assault, not a mild “groping” or “molestation” story. Soft words do not change what the video shows. When the crime happens in a BJP-ruled state, too many outlets start managing the vocabulary instead of naming the offence. Media that cannot call a crime a crime is a disgrace.

ଏମଏମଡିଆର୍ ତରବରିଆ ଭାବରେ ସଂସଦରେ ଗୃହିତ ହୋଇଗଲା। କିନ୍ତୁ ଓଡ଼ିଶାରୁ ଯାଇଥିବା ୨୦ ଜଣ ଯାକ ସାଂସଦ କେହି ରାଜ୍ୟର ସ୍ୱାର୍ଥ ପାଇଁ ପାଟି ନ ଫିଟାଇବା ଅତ୍ୟନ୍ତ ଦୁର୍ଭାଗ୍ୟଜନକ। ଏହି ସଂଶୋଧିତ ଆଇନ ଆମର ଜମି ଉପରୁ, ଆମର ପ୍ରାକୃତିକ ସମ୍ପଦ ଉପରୁ ଆମର ଅଧିକାର ଛଡ଼ାଇ ନେବା ସହିତ ଯୁବ ସମାଜର ସ୍ୱପ୍ନକୁ ଧ୍ୱଂସ କରିଛି। ଏ ସମ୍ପର୍କରେ ମୁଖ୍ୟମନ୍ତ୍ରୀଙ୍କୁ ବାରମ୍ବାର ପତ୍ର ଲେଖିଥିଲେ ମଧ୍ୟ କିଛି ଫଳ ହେଲା ନାହିଁ। ଏହି ଘଟଣାରେ ବିଜେଡି କେବଳ ନୀରବ ଦର୍ଶକ ହୋଇ ନ ରହି ରାଜ୍ୟର ଅଧିକାର ଫେରାଇ ଆଣିବା ପାଇଁ ଲଢ଼େଇ କରିବ ବୋଲି ସଭାପତି ସ୍ପଷ୍ଟ କରିଛନ୍ତି।

ସେ ଆହୁରି ମଧ୍ୟ କହିଛନ୍ତି, ପାଠ୍ୟ ପୁସ୍ତକରେ ତ୍ରୁଟି ଏକ ବିରାଟ ଭୁଲ। ଏହା ଏକ ଅପରାଧିକ ତ୍ରୁଟି। ତେଣୁ ସରକାରଙ୍କୁ ଏଥିପାଇଁ ଉତ୍ତରଦାୟୀତ୍ୱ ନେବାକୁ ପଡ଼ିବ ଏବଂ ଶିକ୍ଷାମନ୍ତ୍ରୀ ଇସ୍ତଫା ଦେବାକୁ ପଡିବ। ବିଜେପି ସରକାର ଅମଳରେ ରାଜ୍ୟର ଚାଷୀମାନେ ସବୁଠାରୁ ଅଧିକ ନିଷ୍ପେସିତ ହୋଇଛନ୍ତି। ଠିକ୍‌ ସମୟରେ ସାର ମିଳୁନି, ବିହନ ମିଳୁନି, ଧାନ ଉଠୁନି। ଡବଲ୍ ଇଞ୍ଜିନ୍ ସରକାର ଥାଇ ମଧ୍ୟ ଏଫସିଆଇ ଧାନ ନେଉନାହିଁ। ଏଭଳି ଅବ୍ୟବସ୍ଥାକୁ ଆମେ ନୀରବରେ ସହ୍ୟ କରିପାରିବୁ ନାହିଁ ବୋଲି ଶ୍ରୀ ପଟ୍ଟନାୟକ ଚେତାଇ ଦେଇଥିଲେ।

ୟୁପିଆଇ ପେମେଣ୍ଟ ଉପରେ ଏମଡିଆର ଲାଗୁ କରାଯିବା ଦ୍ୱାରା ସାଧାରଣ ଲୋକ ଓ ଛୋଟ ବ୍ୟବସାୟୀମାନେ ଅଧିକ କ୍ଷତିଗ୍ରସ୍ତ ହେବେ। ଏନେଇ ଅଧିକ ସ୍ପଷ୍ଟତା ଆସିବା ଉଚିତ୍ ବୋଲି ସଭାପତି କହିଛନ୍ତି। ସେହିପରି ଏସଆଇଆରରେ ବହୁ ସଂଖ୍ୟକ ଯୋଗ୍ୟ ଭୋଟରଙ୍କ ନାମ କଟିଯିବା ଏକ ଗୁରୁତର ବିଷୟ ଏବଂ ବିଜୁ ଜନତା ଦଳ ଭୋଟରଙ୍କୁ ନ୍ୟାୟ ଦେବା ପାଇଁ ତା’ର ଲଢ଼େଇ ଜାରି ରଖିବ। ଡବଲ୍ ଇଞ୍ଜିନ୍ ସରକାରର ବିଫଳତା ବିଷୟରେ ଲୋକଙ୍କୁ ସଚେତନ କରାଯିବା ବୋଲି ସଭାପତି ସମସ୍ତଙ୍କୁ ପରାମର୍ଶ ଦେଇଛନ୍ତି।

ବିଧାନସଭାର ମୌସୁମୀ ଅଧିବେଶନ ପୂର୍ବରୁ ବିଜେଡି ବିଧାୟକ ଦଳ ବୈଠକ ଅନୁଷ୍ଠିତ ହୋଇଛି।

ରାଜ୍ୟ ସ୍ୱାର୍ଥ ସମ୍ବଳିତ ପ୍ରସଙ୍ଗ ବିଧାନସଭାରେ ଉଠାଇବ ବିଜେଡି। ଏମଏମଡିଆର୍ ସଂଶୋଧନ ଆଇନକୁ ପ୍ରତ୍ୟାହାର ପାଇଁ ରାଜ୍ୟ ସରକାର ପ୍ରସ୍ତାବ ଆଣନ୍ତୁ।

ପାଠ୍ୟ ପୁସ୍ତକର ତ୍ରୁଟି ସଂଶୋଧନ କରି ପୁସ୍ତକ ଦିଆଯାଇ ନାହିଁ। ରାଜ୍ୟର ସାଢ଼େଚାରି କୋଟି ଲୋକ ସମ୍ମୁଖୀନ ହେଉଥିବା ସମସ୍ୟା ଗୁଡ଼ିକ ଦଳ ବିଧାନସଭାରେ ଉଠାଇବ।

With the passage of MMDR Amendment in the Parliament recently, #Odisha stands to suffer significant financial losses and faces an erosion of its constitutional rights. Reiterate my appeal to Hon'ble Chief Minister of Odisha Shri @MohanMOdisha ji to call a special session of the Assembly and bring a unanimous resolution seeking the repeal of the MMDR Amendment.

As the Leader of the House, it is your moral responsibility call a special session of Assembly. This would reaffirm the constitutional rights of the State that were upheld by the Hon'ble Supreme Court and go a long way towards protecting the interests of Odisha.

The constitutional right of the states to impose tax on mineral wealth and mineral bearing lands was challenged in the courts by the mining companies. Our BJD Government fought for many years in the High Court and Supreme Court to protect this constitutional right of Odisha. Following that, your government also fought before the Supreme Court against the mining companies.

Under your direction, the Advocate General of Odisha had placed the State's position before the Court, including the serious financial implications for Odisha if its power to levy taxes on minerals and mineral-bearing lands was taken away.

Because of these sustained efforts, Odisha ultimately secured justice. Hon'ble Supreme Court, in its judgment delivered by a nine-Judge Constitution Bench, upheld the stand taken by Odisha against the claims of the mining companies. For Odisha, this judgment opened the way for recovery of crores of rupees in past dues and a minimum recurring revenue of nearly ₹12,000 crore every year.

This revenue has profound financial implications for Odisha's development and for securing a better future for our youth. I believe that your government had held high-level discussions following the Supreme Court judgment on how these resources could best be utilised for the people of Odisha.

After all this, to the utter shock of the nation, the MMDR Amendment was passed by the Parliament. This Amendment effectively strips Odisha of its constitutional right to levy taxes on its mineral wealth. 20 BJP MPs supported this amendment against the people of Odisha. This is what the mine owners wanted and had been fighting for.

@bjd_odisha will always stand with you in matters relating to the rights of Odisha and the future of our youth. Let us come together to pass this resolution in the interest of our motherland, Odisha, and demand that the Central Government reverse its decision to take away the State's constitutional rights. The people of Odisha will remember this historic moment.
