They have cited the fee that Newcastle United accepted that allowed Anthony Gordon to sign for Barcelona.
Ndiaye has so far not asked to leave Everton this summer but he's not accepted new deal contract either.

West Ham United intend to set an asking price of £80million ($108m) for midfielder Mateus Fernandes.
The relegated club need to raise £150m this summer and Fernandes is one of their most saleable assets. The Portugal international joined for £38m last summer from Southampton, who negotiated a 15 per cent sell-on fee.
Manchester United are interested in signing the 21-year-old, having held talks over a potential fee and wages. Paris Saint-Germain are also among his suitors.
West Ham are yet to receive any approaches for Fernandes.
