Simply because they need to calculate which one of the new goal that has "higher score" to reach the original goal

Also one more thing. Openttd receive update pretty frequent. In the other hand, simutrans rarely update it's game

After a long headache of playing simutrans (simulating from forever negative into profit) I tried to play openttd. Suddenly my headache is cured.

Openttd:
Pros:
- 1 type of line for each transportation. (1 road, 1 rail type)
- it is up to us to create the supply chain
- deliver based on distance
- we can deliver GOODS to HOUSES

In summary:
If you're looking for a real headache challenge where everything has it's scores, so simutrans it is

If you're looking for a simple and enjoyable transportation tycoon game that always up to date and more forgivable, so open ttd it is

Cons:
- the art is so so. Even all units have uniformed color
- you need to adjust station's direction/facing to connect it to the road/rail
- UI is a bit confusing at the beginning
