দেশের প্রথম পারমাণবিক বিদ্যুৎ কেন্দ্র নির্মাণ প্রকল্পে রাশিয়ার #ঋণ পরিশোধে বাড়তি অর্থ গচ্চা দিচ্ছে বাংলাদেশ। পাঁচ বছর ধরেই এই বিষয় চলমান। দেশটির ঠিকাদারের সঙ্গে চুক্তিতে প্রয়োজনীয় শর্ত না থাকার কারণে বাড়তি এই ব্যয় গুনতে হচ্ছে। প্রকল্পের কাজ পিছিয়ে থাকার দায় নিচ্ছেন না ঠিকাদার ও প্রকল্প পরিচালকরা।

প্রকল্পে ধীরগতির কারণে অর্থ ব্যয় না হওয়ার অনুমোদিত ঋণের অঙ্গীকার ফি গুনতে হচ্ছে। এ ছাড়া যুক্তরাষ্ট্রের নিষেধাজ্ঞার কারণে আটকে থাকা ঋণের সুদ যথাসময়ে #রাশিয়া কে পরিশোধ করতে না পারলে ব্যয় আরো বাড়বে।

অভিযোগ উঠেছে, নির্মাণকাজে রাশিয়ার ঠিকাদার পিছিয়ে থাকলেও প্রকল্পের সংশ্লিষ্ট কর্মকর্তারা আগেভাগে কার্যকর পদক্ষেপ নেননি। দায়িত্বে অবহেলার দায় না নিয়ে উল্টো দেশের জনগণের ওপর জরিমানার দায় চাপিয়ে দেওয়া হয়েছে। এই বিদ্যুৎকেন্দ্রের জন্য রাশিয়ার সঙ্গে চুক্তির শর্তও বাংলাদেশের জন্য অনুকূল নয়। এতেও জনগণের অর্থ গচ্চা যাচ্ছে ।

সংশ্লিষ্ট বক্তিরা বলছেন, জনবহুল বাংলাদেশে পারমাণবিক বিদ্যুৎ কেন্দ্রের ভৌগোলিক অবস্থান ও ব্যয় বিবেচনায় বিভিন্ন মহলের সমালোচনা থাকলেও তা আমলে নেয়নি তৎকালীন সরকার। সরকারের নির্বাচনী প্রচারণায় উন্নয়নের অন্যতম হাতিয়ার হিসেবে #পারমাণবিকবিদ্যুৎ কেন্দ্র নির্মাণ ব্যবহার করা হয়েছে। মেয়াদ শেষ হলেও এই প্রকল্প থেকে চলতি বছরেও কোনো বিদ্যুৎ উত্পাদনের সম্ভাবনা দেখা যাচ্ছে না। অথচ এই প্রকল্পের ভিত্তিপ্রস্তর নির্মাণ, প্রথম ও দ্বিতীয় ইউনিটের ঢালাই শুরু, রি-অ্যাক্টর ভেসেল স্থাপনসহ বিভিন্ন নামে #আওয়ামী লীগ সরকারের বিজ্ঞান ও প্রযুক্তি মন্ত্রী ইয়াফেস ওসমানের নেতৃত্বে জনগণের অর্থ ব্যয় করে সাবেক প্রধানমন্ত্রীর জন্য কয়েক দফা জনসভার অনুষ্ঠান আয়োজন হয়।

সংশ্লিষ্ট ব্যক্তিরা জানান, দ্বাদশ জাতীয় সংসদ নির্বাচন সামনে রেখে সরকারের নির্বাচনী প্রচারণায় জন্য বিদ্যুৎকেন্দ্রের নির্মাণকাজ সমাপ্ত না করেই দেশে পারমাণবিক জ্বালানি নিয়ে এসে অনুষ্ঠান আয়োজন করে #প্রকল্প কর্তৃপক্ষ। অথচ দেশের জরুরি প্রয়োজনে আমদানি বন্ধ থাকলেও আগে থেকে #জ্বলানি নিয়ে এসে ঋণের অর্থ ব্যয় করে সুদ দিচ্ছে #বাংলাদেশ ।

জনগণের অর্থের এই গচ্চা দিতে সায় দিয়ে এসেছেন সাবেক মন্ত্রী ইয়াফেস ওসমান। আর তাঁর এসব কাজে প্রধান সহযোগী ড. শৌকত আকবর সব প্রকল্পের শুরু থেকেই প্রকল্প পরিচালকের দায়িত্ব পালন করেছেন। একই সঙ্গে ২০১৫ সালে স্থাপিত নিউক্লিয়ার পাওয়ার প্লান্ট কম্পানির শুরু থেকেই তিনি ব্যবস্থাপনা পরিচালকের দায়িত্ব পালন করেন। ২০২৪ সালের জানুয়ারিতে জ্যেষ্ঠতা ভঙ্গ করে আওয়ামী লীগ সরকার তাঁকে বাংলাদেশ #পরমাণু শক্তি কমিশনের চেয়ারম্যান নিয়োগ করে। আর রাশিয়ান ঠিকাদারে সঙ্গে সম্পাদিত বিভিন্ন চুক্তি ব্যবস্থাপনা বিষয়ক উপপ্রকল্প পরিচালক ড. জাহেদুল হাসানকে প্রকল্পের দায়িত্ব দেওয়া হয়।

পারমাণবিক বিদ্যুৎ কেন্দ্র নির্মাণের ব্যয়ের অনিয়ম নিয়ে একাধিকবার অভিযোগ উঠেছে। প্রকল্পে কর্মরত জনবলের পক্ষ থেকেও বিভিন্ন অনিয়ম অবহিত করে প্রধান উপদেষ্টা বরাবর চিঠি দিয়ে প্রকল্পের অর্থায়নসহ সব বিষয়ে সুষ্ঠু তদন্ত করে জড়িত ব্যক্তিদের শাস্তির দাবি করা হয়েছে।

পরিকল্পনা মন্ত্রণালয়ের বাস্তবায়ন পরিবীক্ষণ ও মূল্যায়ন বিভাগ (আইএমইডি) জানায়, #রূপপুর পারমাণবিক বিদ্যুৎ কেন্দ্র নির্মাণ প্রকল্পটি শুরু থেকে গত জুলাই পর্যন্ত ভৌত অগ্রগতি দাঁড়িয়েছে ৬৯.০১ শতাংশ। প্রকল্পের আওতায় এখন পর্যন্ত খরচ হয়েছে ৭৪ হাজার ৯৮১ কোটি দুই লাখ টাকা। এ ক্ষেত্রে আর্থিক অগ্রগতি হয়েছে ৬৬.৩০ শতাংশ। প্রকল্পের যন্ত্রপাতি স্থাপন পুরোপুরি শেষ হয়নি। অথচ প্রকল্প চালুর নামে জ্বালানি আমদানি করা রাখা হয়েছে।

The interim government stepped in during a turbulent, transition point in time, when Bangladesh emerged from autocratic hands. Our support for this government was resolute back then, just as it is today.

However, the challenge of maintaining absolute trust in them now depends on how effectively and efficiently they fulfill the aspirations of the people.

Therefore, the interim government must clearly define their responsibilities and outline a roadmap for implementation, within a reasonable timeframe.

It’s not possible for them to carry out every reform required for the nation, nor would it be wise if they take on tasks they lack the resources or capacity to achieve, especially without the electoral mandate from the people of Bangladesh.

One of the central demands of the successful mass uprising against Sheikh Hasina's authoritarian regime was the restoration of freedom of speech and expression. There was widespread hope that no one would be jailed for creating plays or films, that the Cyber Security Act would no longer be weaponized against critics of the government, and that journalists could freely ask questions without fear of reprisal or obstruction.

Yet, on September 24, three troubling incidents occurred. First, young playwright Rafat Majumdar Rinku, who faced criticism for his work on transgender issues, was arrested by police. Second, in Chittagong, a person was charged under the draconian Cyber Security Act for criticizing interim government Chief Advisor Muhammad Yunus. Third, during a press conference in New York organized by Yunus's media team, journalist Ashif Entaz Rabi was interrupted and treated disrespectfully while attempting to ask a question. I watched the latter incident unfold live on the online channel Time Television.

If freedom of speech remains under threat even after the fall of the Hasina regime, where is the promised qualitative change?

If someone is guilty of a crime, they should face justice through due legal process and be punished accordingly. Taking a life under the guise of 'mob justice' is a heinous act. I have previously stood in protest when those now involved in this killing were themselves oppressed. Today, I call for all those responsible for this murder to be identified and brought to justice with full accountability.

@Yunus_Centre, you’ve requested letters from students. Evidence indicates that some students were implicated in this crime. Will you seek justice, or will you dismiss the concerns of an elder and non-student like myself? The choice is yours.

Devastating flash floods have struck four eastern and southeastern districts of Bangladesh, leaving hundreds of thousands stranded in numerous villages.

I urge the government to take necessary steps to safeguard families, livelihoods and properties in those districts. I also call upon leaders and activists across all levels of the @bdbnp78 to support the affected people with humanitarian relief, including shelter, food, and logistics.

We must adhere to our humanity and be at one another’s side during these times of crisis.

Transfer of state power isn’t just a change from one government to another, but a fundamental change in how the state, politics, and policies are conducted.

Without ensuring the political and economic empowerment of the people, that change cannot be achieved. An elected government with transparent and accountable governance, drawing on a public mandate, can achieve that national aspiration for state reformation.

The @bdbnp78 has mobilised leaders and activists from all levels and regions to aid those affected by the devastating floods across Eastern Bangladesh. If we are to embody the aspirations of our ‘second independence’ we must stand alongside all our fellow Bangladeshis in times of crisis.

We’ve deployed our entire party structure and personnel to provide 24/7 support and humanitarian relief, including shelter, food, and logistics. I believe politics isn’t merely about power, but about making a meaningful difference on the ground.

Enforced disappearance is a crime against humanity and a gross violation of fundamental human rights. Like millions of my fellow countrymen, I’m deeply concerned about the unprecedented disappearances in Bangladesh, used as a tool of state repression. Reliable human rights organisations have reported that under the Sheikh Hasina regime, more than seven hundred people were disappeared by law enforcement agencies in Bangladesh. It’s excruciating that, to date, not a single case has seen justice served.

I pledge that if the people elect @bdbnp78 to form the government, we’ll adhere to the international guidelines on the prevention of disappearances as adopted by the United Nations, ensuring that no more individuals go missing in Bangladesh, ever again. I’ll embrace and enact the necessary laws in accordance with the International Convention for the Protection of All Persons from Enforced Disappearance (ICPPED). Justice must be served for this grave crime against humanity.

In addition to your personal or party efforts, please also offer your support to the government or local authorities if they request assistance in aiding those affected by the floods.

By standing together, regardless of our political, religious, or ethnic differences, and by extending help to those in need to the best of our abilities, we will, with Allah's grace, overcome this crisis.
