As per reports, the French govt was unprepared. It had no clear idea how many people might turn up, lacked intelligence about the plans for violence, and didn't have enough forces on the ground to control the situation.

Now compare that with New Delhi. Some people, including some RW, were attacking the Modi govt for deploying heavy security and detaining the Cockroaches before anything could happen.
